My dear Iranian friend whose name I must withhold went to vote in California at the designated poll. The many Iranians voting felt that the day presented an opportunity for positive change in Iran. The excitement was evident. When my friend arrived he stood awhile waiting to cast his vote and then to his dismay found out that there were no ballots available. He was informed that there was a total of 1400 ballots in all of Northern California. To my way of thinking this in itself represents cheating on the part of the incumbent Iranian government, whether intentional or negligent it represents probably tens of thousands of lost votes. This is probably a micro of the macro attitude.
