Uganda Minister of Ethics and Integrity, Fr. Simon Lokodo

In the context of Stephen Fry, asking Ugandan Minister of Ethics and Integrity, Fr. Simon Lokodo, in a recorded interview, why Ugandans were more concerned with what gays did in the privacy of their homes rather than with the high incidence of men raping girls, Lokodo responded:

“Ah, But it is the RIGHT kind of child rape. It is men raping girls and that is natural.”

It seems that the Hon. Lokodo believes that heterosexual rape is morally preferable to consensual love between a same-sex couple.  An indication of the  dilemma facing Ugandans, where such ignorant thinking serves to underpin the about to be passed Anti-Homosexuality Bill.

Father Lokodo claims to have several degrees in theology, and apparently considers himself to be a good Christian man defending his country from the imaginary scourge of homosexuality.

As it happens Simon Lokodo has previously declared his own celibacy. The man is suspect and I have often wondered if he himself is gay and his fervent anti-gay persecution of fellow Ugandans has always been suspicious.

Lokodo is currently being sued by LGBTI acitivsts for ordering the unlawful raids and closures on seminars and workshops which he believed were LGBTI related. There is no law in Uganda at this time making it unlawful to hold a meeting about LGBT related issues. The new Anti-Homosexuality Bill, currently before the Ugandan Parliament, seeks to outlaw the so-called ill-defined notion of  the “promotion of homosexuality.”

Fry said about the show which aired 5/22- starting at 27:30 and through 34:08 :

“I actually got a Ugandan Minister to say on camera- he’s the Minister for Ethics and Integrity, it’s the only such ministry in the world. I said to him… there’s so much more to worry about in your country than the odd gay person going to bed with the other gay person. For example, you have almost an epidemic of child rape in this country, which is just frightening.”

See Fry on Television in this Video, telling his version: (

Lokodo first entered politics in June 2006, at the age of 49 years, to contest in a special election where the incumbent Member of Parliament had died of natural causes. Prior to that he was the Parish Priest for Kaabong Parish in the Roman Catholic Diocese of Kotido. He won the special election and went to represent Dodoth County, Kaabong District, in the Ugandan Parliament. Two and half years later, in February 2009, he was appointed to the Cabinet as the Minister of State for Industry, Technology. In the cabinet reshuffle of 27 May 2011, he was relocated to the Ethics and Integrity portfolio. He is equally well known for his unequivocal position to fight homosexuality in all forms and recently even raided with the Police, a gay activist workshop where participants were arrested. He immediately blamed foreigners saying “they should go home” and that ” He does not support bestiality and lesbianism”. . Amnesty International condemned this police raid.

How sick is THIS? Raping little girls is “natural”???????

“As it happens Simon Lokodo has previously declared his own celibacy. The man is suspect and I have often wondered if he himself is gay and his fervent ant-gay persecution of fellow Ugandans has always been suspicious.”

As so often is the case- the cowards hide in a cloak of decency… This is the sickness that needs to be expunged, not the private relationships of consenting adults.

  2. reblogged this on stories4hotbloodelesbians.com.
He is a Minister of Ethics and as such a high ranking politician, he has power to make changes. And, what is the Fr. before his name. To me, this is an abbreviation to mean
Father, as in an Anglican or Catholic priest. We need to shame people who think this way.

    1. Simon Lokodo holds the degree of Bachelor of Arts (BA), in Theology from the Pontifical Urbaniana University. His Master of Arts (MA) in Theology was also obtained from the University of Rome. Also from the same university, he was awarded the Diploma in Rural Sociology, the Diploma in Social Communication, the Diploma in Philosophy & Social Science and the Certificate in the Italian Language. He obtained his Diploma in Theology from Makerere University, Uganda’s oldest university; founded in 1922. Lokodo also holds a Certificate in the German Language obtained from an institution in Austria and a Certificate in the French Language, obtained from an institution in Paris, France.
